Dr. Tobey joined ClinSmart in 2008, and has been involved with pharmaceutical research and development since 1982. He has been engaged by numerous large and small pharmaceutical companies including Glaxo, Pfizer, Rhone-Poulenc Rorer, Johnson & Johnson, Bristol-Myers Squibb, Novartis, AstraZeneca, Medicis and Dermik Laboratories. Previous corporate positions held include Vice President of World-Wide Clinical Development and Vice President of Research and Development. In addition to supervising the Clinical Research Department, he was directly responsible for Regulatory Affairs, Project Management, Pharmaceutical Development and Technical Services for Manufacturing. Recognized by his peer group of pharmaceutical professionals, Dr. Tobey has been accorded, by election, President of the American Academy of Pharmaceutical Physicians in 1998. He now serves as Past President.  His clinical development background includes therapeutic areas such as allergy, asthma, anti-infective, AIDS vaccine, immunology blood products and dermatology. 

Dr. Tobey received his BA from Brown University and an MD from Tufts University School of Medicine.
